中部地區語言治療師對發展遲緩兒童外展服務認知之研究

本研究主旨在瞭解語言治療師對發展遲緩兒童外展服務之服務概況，並探討語言治療師對發展遲緩兒童外展服務原則的相關認知情形與落實程度，同時瞭解語言治療師在發展遲緩兒童外展服務的養成教育與專業繼續教育需求情形。本研究採問卷調查法，以自編問卷調查蒐集資料，研究對象為臺中市、彰化縣、南投縣、苗栗縣等中部地區語言治療師，有效樣本數為121份。資料處理以四點量表及次數分配、百分比、平均數、標準差、獨立樣本t考驗、獨立樣本單因子變異數分析、 雪費事後考驗、克-瓦二氏單因子等級變異數分析、魏克遜符號等級檢定等方法進行分析。本研究結果如下：總計發出144份問卷，回收124份問卷，回收率為86.1 ％，有效樣本數為
121份。其中俱備外展服務經驗者有69人（57.0％）：外展服務年資主要落在未滿1年；只有1位是社會福利機構的專職人員，其餘68位皆為兼職人員；參與外展服務的主要原因是外展服務單位的徵求。相關規範瞭解情形以服務方式是專業團隊整合模式的瞭解程度最高，到宅服務專業人員資格要求的瞭解程度最低。專業知能的落實程度明顯低於其認知的重要程度；在邀請家庭成員參與、瞭解家庭內在資源、瞭解家庭外在資源等方面的落實情形較低；不同早期療育養成教育背景在落實程度與認知重要程度存在顯著差異。整體養成教育訓練程度得分皆明顯低於專業繼續教育需求程度；有關規劃以自然環境介入日常社區活動及日常作息活動的能力，在養成教育過程中其
訓練程度較低，在實務現場也較少被落實，而需要藉助專業繼續教育的加強與訓練，增加對以自然環境介入的規劃能力；有關以實證研究為基礎的介入在養成教育訓練程度是足夠的，但是在實務現場並未能真正落實，而在專業繼續教育的需求也不高。依據上述研究結果，本研究從主管機關、語言治療教育單位、未來研究等方面提出相關建議。

調查法及深入訪談法，並以台中市全數146個社區照顧關懷據點做為研究樣本進行普查，經過分析後，針對台中市社區照顧關懷據點實施計劃政策推行至今有以下發現：一、在績效性評估指標中，受服務老人之生、心理健康以及據點服務人數成長性，皆表現的相當亮眼。二、安定性評估指標中，社區認同、人力與財源的永續，也算表現不錯。三、回應性評估指標中，三方互動、服務適切性、以及對政策的認同，也表現出應有的水準與成果。故本研究認為台中市社區照顧關懷據點實施計劃政策，確實發揮出應有的效果，雖仍有進步、改善之空間，但確實是一個相當好、且應該持續推動與發展的良性政策。並期待本研究結果可供日後的政策制定與決策等過程做為參考的政策資
