在現今科技發達的時代，飛機已成為常態的交通工具，人們不再受限於地理環境限制，各類旅客隨心所欲的買張機票就能夠到達目的地，因此顯示出國際飛航通關管理的重要性。在此全球化浪潮的影響下，國與國之間的相互依存度增加，國際交流旅客量不斷攀升，導致各國機場通關服務幾乎是人滿為患的情形。根據我國桃園機場公司統計的近十年旅客運量，訖108年止平均每日旅客量已高達13萬人次之多，如何提升通關查驗成效與服務品質遂蔚為重要課題。 為因應如此龐大的旅客量服務，我國移民署於101年啟用第一代自動通關查驗系統(E-gate)，利用媒體教學宣導呼籲民眾多加利用，希望能透過電腦自動化的方式，搭配生物識別技術輔

助人工查驗，舒緩人力不足的問題。其次，基於革新進步理念，移民署更於109年推出新一代自動通關查驗系統，冀望創造更優質的通關體驗。鑒於研究者職場實務經驗與國境管理工作深入觀察，見證國境管理查驗工作之重要轉變；然初步調查，針對實際通關服務品質及自動通關系統查驗成效檢討之研究卻不多見，遂擬訂此一研究題目進一步分項深入分析。 因此本研究利用「文獻分析法」、「觀察法」、「專家訪談法」，及「重要表現程度分析法」針對實際服務品質及自動通關系統實質查驗成效進行研究。分析結果顯示:使用自動通關系統之通關查驗效率遠高於人工查驗，除服務品質中使用者滿意度全面提升，且該自動通關系統設置受到通關旅客的重視與肯定。

希望經由本研究深入分析與多方面之評估，期能對未來新一代發展更完善的自動通關查驗系統運作提出參考應用模式與改善查驗效能指標，使旅客於通關時不僅能自動與自助、安全與便捷的入出國境，且能享受科技創新帶來的便利，進一步達成本研究提升查驗效能與服務品質的核心目標。
